Steve Hultberg joined Ball Janik LLP in 2006. His principal areas of practice are land use and real estate law.
Before joining Ball Janik, Mr. Hultberg practiced land use and real estate law for ten years at another Portland, Oregon law firm. During this time, he gained significant land use entitlement experience, including practice before local governments, administrative agencies, and appellate courts. He also developed significant real estate transactional expertise, working on financing documents, purchase and sale agreements, commercial leases, and easements. His clients included large commercial, residential, industrial, and institutional developers, timber and agri-business companies, sand and gravel operators, and telecommunication companies. While in law school, Mr. Hultberg clerked at the Oregon Land Use Board of Appeals.
A graduate of the University of Oregon (B.S., Political Science, 1990), Mr. Hultberg earned his law degree from the University of Oregon School of Law (J.D., 1996). Mr. Hultberg is a member of the Oregon State Bar.

Steven Hultberg is a member of the firm’s land use and real estate practice groups. He joined Ball Janik in 2006 after practicing law for ten years with Perkins Coie LLP in Portland, Oregon. He represents a wide-variety of clients in the acquisition, leasing, financing, entitlement and development of real property. His clients include large commercial, industrial, institutional and residential developers. His real estate projects have included the development of office buildings, retail centers, large agribusiness projects, a new hospital campus, numerous planned unit developments, shopping centers, and telecommunication facilities.
Mr. Hultberg has significant land use entitlement experience, representing a broad range of clients in every step of the land use entitlement process. He has appeared before numerous local governments throughout the state, and has successfully argued cases before the Oregon Land Use Board of Appeals (LUBA) and the Oregon Court of Appeals. He secured a rare reversal of a LUBA decision for his client at the Court of Appeals in the Miles v. City of Florence case.
Mr. Hultberg has represented a broad array of real estate clients in the acquisition, financing, leasing and disposition of real property. His clients have included large institutional investors, shopping center and office tower owners, sand and gravel operators and large agribusiness concerns.
Mr. Hultberg was instrumental in the negotiation and settlement of a series of lawsuits among his client, the State of Oregon, and numerous environmental organizations regarding the agricultural operations on state-owned property leased by his client in Eastern Oregon. The settlement of these complicated lawsuits resulted in the eventual acquisition by his client of the 93,000-acre tract from the state and the creation of a 20,000-acre conservation area, now managed by The Nature Conservancy. The settlement paved the way for his client to develop the largest dairy operation in the county and one of the largest sustainable farming operations in the region.
Mr. Hultberg has represented a variety of telecommunication providers and tower owners in connection with the entitlement of telecommunication facilities in the Pacific Northwest. He has also steered his clients through the maze of federal laws and regulations promulgated under the National Historic Preservation Act, the Telecommunications Act of 1996, the National Environmental Policy Act, the Endangered Species Act and the Migratory Bird Treaty Act. Mr. Hultberg was the lead attorney for the initial build-out of the wireless networks in Oregon and Washington for two separate clients.
Mr. Hultberg was raised in Park Ridge, Illinois, a suburb on the north side of Chicago. He graduated from the University of Oregon in 1990, earning a B.S. in Political Science. Mr. Hultberg obtained his law degree from the University of Oregon School of Law, earning his J.D. in 1996. He is a member of the Oregon State Bar Land Use and Real Estate Section.
