Yarrow and GMK Developments, LLC v. City of Madras

Our Land Use attorneys successfully represented a client having 640 acres designated as an urban reserve area by Madras, and defended a challenge to the designation at LUBA and the Oregon Court of Appeals. In addition to the long range planning component of the project, to facilitate our client’s development of Yarrow, we created a new Master Planned Community Overlay Zone, which is intended to foster the creation of complete communities with a range of land uses and housing types, permit the application of innovative designs, and to allow greater freedom in land development and flexibility in development standards than may be possible under the strict application of the applicable zoning provisions of this code. We also drafted companion amendments to the City’s Comprehensive Plan.
